favelas have poor wiring because people usually do "gatos" to get free electricity/internet etc, so they overlap the ones who were done by technicians

yeah, if you live in a favela odds are that you will have free electricity and internet, either by the government or by milicias. thats why you see people there with electric showers and AC, it would be impossible otherwise
