They are being misleading. They took the lowest end estimate for Russian casualties against the highest end estimate for Japanese casualties. Also by just looking at the K:D they ignore that a big factor in ending the war was the Japanese capturing a huge number of Russians, which when accounted for easily doubles Russian casualties.
