We're talking about a particular model though. IQ in non white countries isn't 100 because their IQ is measured against Western models. Making the statement that "100 is the average by definition" is nonsensical unless you reference the particular model, like making the claim that a cm isn't 10mm because other models exist.

What you are describing is percentile, not IQ. IQ is a measurement in a particular model, or number of models.
