Russia will always be the Wests enemy for 3 reasons
>Isolation
Russia could possibly achieve autarky, albeit with extremely low standard of living. Besides minor trade of basic commodities like oil,gas and wheat, it hasn't really ever been a major player in the global economy. An opponents like China that could kill the American and EU economy far far more severely, but would also collapse and be unable to persist as an opponent.
>Size
If Russia ever joined a supranational western bloc like EU or NATO they'd severely upset the balance of power. Even China blocs seem to keep them as on the periphery as much as feasible (they are a important player), at the same time, Traditionally Russian aligned blocs like CIS are beginning to dissolve,.leaving Russia bare and further isolated as they can't form any organisation that entices countries, and can't join pre existing ones
>Ease of motivation
Ask anyone in the Western sphere about Russia and they'll probably be indifferent to hostile, anyone in Eastern Europe and it's hostile to genocidal. China has enemies sure, but probably less motivated with weaker economies than the west combined. Can't sell many F-35's to a country you bombed all the industry in. Russia will always justify military spending even if they have no competent military like they do now. Which brings me to the last and most important point
>Weakness
Russia always seems to punch below its weight for its size, it's economy is fairly small, negative birth rate, rampant disease and drug use, corruption to the extreme, and brain drain like Ebola. Russia isn't a serious threat to the West besides nukes, so most of their foreign influence is put down, and Western dominion is unthreatened
