I think so, japanese animation and tokusatsu has a strong tradition in France. They are the biggest consumers after Japan itself.

I'm brazilian and I'm very aware of that, I only know Club Dorothee because France is probably the only country where tokusatsu was known and huge before Power Rangers. And they love Saint Seiya like LatAm, too. We had some anime in the 70s but was mostly stuff like Speed Racer and Tezuka's Princess Knight.
They still buy way more manga than LatAm tho, this is why I assumed they're the biggest consumers of that market outside of Japan.

Regarding One Piece, France simply never had the bad start that it got in the US due to recieving a proper dub (we used to have Fist of the North Star and other violent anime being aired to kids on TV, so the mutt stigma of censorship wasn't nearly as present in our country).
It honestly feels super weird to see a ton of people worldwide suddenly grow to respect One Piece when it's been an established classic pretty much since it started here. I remember that as a kid, even my small town's public library had a complete One Piece collection up to Enies Lobby (the current arc at the time). It wasn't just One Piece of course, but it has stayed one of the most popular manga series since its publication started in France

The new Dai removes all fanservice sadly (it is also airing in Chile).
