Because we were never include into the European family. Europe has several 'major' nations (Britain, France, Germany and, occasionally, Turkey), which dominate smaller, insignificant countries/ethnicities (I simply can't call them nations). Russia was either going to be dominated by one of those nations or become independent. We chose the latter option and have suffered greatly for not becoming subservient to the UK or France.
Now you have nations like
which don't have any culture apart from the one that either Germans, Americans or Britbongs gave them. They think they are 'free' and 'democratic' but their freedom and democracy end where British/American interests begin.
Russia has managed to build its own civilisation, because we couldn't survive as a nation otherwise. Czechs and Slovaks will most likely cease to exist in the next century, same as their lesser fortunate western slavs, who were eventually absorbed by the Germans.
