Like 50% of waiters in our cities are English speakers. Sometimes I don't even bother speaking Dutch when the waiter looks like a foreign student

there are some hipster restaurants in vienna where they employ foreign staff who can not speak a word of german and they conceal it with "speaking english is cool hah" when it really just is bad service if you can't even expect to be served in the language of the land you're in
