I'm not really knowledgable about the espionage side of history but the 70s was kind of when the soviets peaked during the cold war, and the 80s is when America came back with a bitter vengeance with Reagan to redeem itself after the failure of vietnam and the watergate & iran hostage crisis embarassments on top of stagflation. Also the 70s was when terrorism in the united states was at an all time high, not really reported that much because it was left wing terrorism, but shit was insane back then. Maybe thats it maybe because American power was weak shit was allowed to unfurl a lot in Europe.
