In the US, it allows the CIA to have agents that blend in with the natives of other countries better.
Like Chinese immigrants would make great spies. They would be able to speak Mandarin without an accent. Same goes for every other nation's immigrant.
Same thing with military translators, intelligence translators, etc.
That's about it. That's the only advantage I can think of. Everywhere else it only causes division and hatred.

If you asked me 50 years ago I would have told you that it helps increase awareness of different cultures and stuff, but that is not the case anymore when we have the internet.
