Modern roads have different design parameters (one of which is constant upkeep for grifting purposes).

I can not emphasize trucks enough. 1 truck equals around 10 000 cars when it comes to the stress it causes to the road's structure. In Finland we don't even consider normal car traffic when designing a road since it doesn't matter.

So naturally concrete in Indiana would need to be replaced way more often. Concrete just like metal or anything else takes a huge beating from first of all weight of stuff on them, but the constant expanding and shrinking from shifts in temperature destroys the structure

Because asphalt is much cheaper in the short term than concrete and politicians are heavily disincentivized from sacrificing in the short term for long term games, and the constant maintenance of asphalt breeds all sorts of profitable rackets politicians can ignore in exchange for donations.
