Yes it includes the bar. The standard bar is 45 lbs like 20 kg, so its heavy enough to take in consideration.
"Working sets" can be somewhere between 5 and 15 reps.

For me saying ”i can lift X” means i can do a working set with it, so like 6-8 reps or 80-85%

Mostly, but some people will do 1 set of 5 reps with max weight to say they bench x amount.
