As with many French phonemes, it used to be pronounced but our orthography hasn't been significantly updated since the French Revolution.
Still, confusing as it may seem, at least it's always pronounced o. English is much more inconsistent in that regard.

The -x ending originated as a scribal abbreviation of -us but then because people were idiots they began writing -ux where they should have written -us.

The "eau" sequence really was pronounced as three different vowel sounds at one point in time.
