Vancouver isn't really that bad, it's just got one relatively small area that is full of homeless drug addicts who keep to themselves for the most part. It attracts homeless folks from all over western Canada because Vancouver has a warm climate, whereas if they tried living on the streets during winter in Edmonton or Winnipeg they would quite literally freeze to death.
North end Winnipeg is more comparable to a black ghetto in the US. It's not as dangerous as a bad US city but it does have drastically higher crime rates than other large Canadian cities.
