Open immigration policies in the hopes of new youngsters for the workforce seems to be a common theme in aging countries so you could say yes. There are only some countries that seems to want to go the other way like Japan etc.
It's funny how some countries like Finland have had the exact opposite to intended effect with open immigration, getting way too many low tier immigrants for it to be worth it at all. Countries like the US do it right, they're the kings of brain drain.
