Yes - in a vacuum where there's no competition.
Drink syrups and carbonation are inexpensive. Cups alone can cost more than the liquid itself, and many people are attracted to fast food joints just for the benefit of getting a drink. Then, they entice you with low pricing and flashy pictures, as well as offering promotional deals ("would you like ____ with that" phrases). So, it is an inexpensive way to bring people to your store to buy more. Not really a loss leader since it is so cheap anyway, but treated like one. Making things smaller would ruin this mechanic, at least in North America.
I'm guessing the goverments that actually care about their citizens not becoming huge fat blobs put restrictions on soda and food sizes, like how many fast food places need to actual use real ingredients and not just fill everything with corn syrup like the USA does.

You ever been to the US? I’ve been twice and their food is so shit, I went to kfc and it just tasted like grease, McDonald’s is definitely bigger but still has less taste
I’m not saying it as an insult but I’ve heard a few people who have gone there say the same thing as well, I can’t comment in the other stuff I tried since we don’t have stuff like taco bell and stuff but all the things we have over here as well was just bigger but didn’t taste if much

Eat 3 big macs for lunch and you may feel like vomiting. Repeat that same process for may months, and you can munch those 3 burgers and even more, because your stomach stretched and your hunger increased, therefore you buy more.
