It's bad practice because companies stop investing in your country altogether and their countries make sanctions. Look at Venezuela for a reasonable example. It's like defaulting on your national debt every 5 years and having trouble getting loans when you need them at decent rates. No foreign investment might not sound so bad until you need to build major projects and your people don't have the expertise. Russia is already being isolated however and they might be past the point of no return.
