It's true that it's relatively easy to get away from prosecution in Japan if he's a first-time criminal especially when it's not a sex crime.
Maybe what you should understand is that Japan's crime rate is still fucking low even if it's 2x bigger.
The thing is, Japan is Iceland-tier safe on paper but maybe it's not that safe.
