So it's Chile, with Uruguay as the 5th. Very surprised with the 2nd, 3rd and 4th, kudos to them.

It is pretty safe but it is way under developed (like most of France's overseas departments) and from what I've heard from a person that lived in Guiana, economically it is worse than here and a lot of natives go to metropolitan France for work.
