I went to primary school in Quebec, in the 00’s so my only similar experience is playing online MMO RPG’s with my friends either at the public library or at the school’s computer lab and food was never allowed in those rooms never mind liquid.
Eventually it became the norm for kids to have a laptop or to play games on our phone, so the public lan-partys dies out.
