Only the soviet immigrants, if you're a Russian and had Latvian citizenship before 1940, you got citizenship automatically after restoration of independence. Also they're not "stateless" like some refugees that have to live on the street and eat shit, they have a non-citizen passport that allows them to live and work here and do anything a citizen can do except vote and work in government jobs like police etc. All they have to become a citizen is pass a language test and that's it, also 80% of them actually know the language but chose not to get citizenship because they have their panties in a twist and they pretend to hate the country despite living here.
