Vietnam is culturally East Asian, geographically Southeast Asian, and ethnically East Asian and Southeast Asian. So, for me it is difficult to say what Vietnam is, but I think the correct answer is what the Vietnamese mainstream is saying.

VIETNAMINX are somewhere between, but Saigon and Hanoi are more noticeably SEA and EA than you'd expect.

They are too based to be East Asian. Outer Mongolia is a part of China, so technically part of an east Asian country. Chinese hate Mongolians, but I forget why.
