I just wish to add that it's kindof a racket to have any type of risk free loan like the ones the US makes.
The student loans here are conditional on performance and if you're a royal fuck up that can't land a a sufficiently high paying job. Also no tuition so they're mostly living expenses and books.

Original loan system in place was the same as in USSR, when the Jews where wanting to leave, they had to pay for the education. They bitched about it and where allowed to leave without paying. But the point of the system was to keep the educated class that is invested heavily in.
