Technically its not, both are authorizations for military force and not technically a war. The main difference is that the US area of operations actually stayed to areas noted in the resolution for military force. Putins hasnt, he claimed he was entering only the independent regions and had no plans to take any more Ukrainian territory, thats the part that has everyone angry at him
