Germany is spending just slightly less than the UK and France, but our capabilities and combat readiness is way behind. As I said, it seems to me, mismanagement is the primary problem, although a bit more money is probably necessary as well.

its procurement. they have to open a public bidding process for every pair of pants they need.
other countries have similar systems but rising costs of equipment and decades of slow but steady inflation means that not even basic equipment is below the sum for public bidding.
