1. USA is becoming a dystopian and unstable nation, soon to be relegated to a 2nd class nation, were the average citizen is barely able to have a prosperous and fulfilling life, imagine what a mexican or a canadian would think if USA tries to force their expensive and inhumane life style and policies like no public healthcare and warmonger psychology on them. Then there's also the matter of the conservative yahoos who would oppose that such a union takes place leaving room for only a violent annexation which I doubt would happen, at least in the next 30 years, only a deep crisis could make USA annex its neighbors by force.
2. Mexico is still chaotic and struggling to even consolidate a solid State, not to mention it's full of oligarchs who love to trade with USA but would despise to be ordered around and taxed by them and their laws because that would make them "share the cake" and lose the privileges they have in Mexico. Also, Mexicans wouldn't have a chance since all their life aspects like education and training are objectively inferior.
3. Canada is a less dystopian version of the USA and even though they are allies, the USA constantly bullies Canada in any trade agreement they can, besides, Canada has no reason to join the USA since they have good living standards.
