Kind of but not really. Most people moved out of Eastern Finland so it's a dead area with no economy but the biggest and only city there(Kuopio) is as rich as Turku/Tampere.

1) cities are always richer than country side areas. The smaller an administrative region around a city is, the richer it will be on average because you aren't taking countryside into consideration. 2) Ceuta and Melilla are greatly supported by the central government.

Smaller cities in Portugal are very well maintained but they're still poorer, Lisbon just embraced the cosmopolitan concrete jungle city culture way more than Porto
