I believe the concept is that they’d accede as states to a federal Ukraine(in which they’d have veto power over Ukraine joining NATO) so they’re essentially a bargaining chip for Ukraine to federalize.

They were originally going to be just two of the many, many provinces of Novorossiya until they murdered all those Dutchies and got stopped where they are now.
