No. Russia is demanding a formal guarantee from NATO that Ukraine will never be admitted into NATO.
The Ukrainian government wants to join NATO.
NATO is not obligated to admit Ukraine into the alliance. Okay? And there are even strategic reasons not to integrate Ukraine into NATO. Scholz, in his recent press conference with Putin, even said that they are not working towards admitting Ukraine into NATO at this time. Macron and Biden have said the same thing.
It is nonsensical for NATO to provide a formal guarantee. Why should they?
