Balkan countries still suck yet they blame Turkey for that, even though any kind of Turkish influence on them ended like 100 years ago and for some countries like Serbia or Romania even like 200 years ago.
Spain threw off the yoke alot earlier so they had more time to develop as a state, in the case of Serbs and Albanians for example these were still literal peasent/highlander tribe societies in the 19th century while the rest of Europe was going through the industrial revolution.

Unironically it's because Balkan geography sucks cock. Spain's geography has lots of flat fertile areas for farming, and ample space to build big industrious cities. The Balkans would have been better off under the umbrella of one non-muslim empire (because islamic states are absolutely fucking trash at industrialization thanks to fundamentalism). Turkey (aka the Ottomans) are partly to blame, but it's also the fact that the Balkans are balkanized over a wide area of useless mountain terrain.
