there's plenty of Germanics outside of Scandinavia living in countries other than Germany: Netherlands, Belgium, Luxembourg, Switzerland, Austria, Czechia, Poland, even Italy

The nordics have a history of independence due to the establishment of differing independent kingdoms whereas on the continent for centuries this was impossible because they were all united in the Empire. Switzerland and the Netherlands broke away after a few centuries because they were at the peripheries.
