America exerts its power through NATO, and the cost that America pays for NATO is offset by the trade surplus it receives from the security and alliance NATO offers
For an example of how the US exerts power through NATO, and how NATO is not just the US bleeding money to protect Europe, see the Cod Wars, where the UK went to war with Iceland, and lost because the Icelandic government threatened to leave NATO and so the American government pressured the British government to accept defeat, causing substantial damage to the UK's fishing industry that still hasn't recovered today

Not only do they haemorrhage money on their military they have a huge trade deficit with everyone. They buy European goods and pay for their defence. Thankfully for America, they can print money out of thin air and everyone accepts it because they have a huge military (paid for with monopoly money). If other countries stopped accepting US dollars they would have a genuine crisis.. NATO is essentially a collective of countries that accept American monopoly money in return for free defence. If China and Russia had their way we'd be using gold for international trade.

The whole point of American military bases in Europe is so that we can make sure Russia never attacks American soil.
It has literally nothing to do with making EU countries have small militaries.
