That headline is insanely misleading. The money is to help fund shit in places like Sub Saharan Africa so China doesn't get a free pass to take advantage of them with debt traps. It's not a "propaganda fund", that's retarded. Also this is part of the problem. American media does its best to undermine America whereas Chinese media is a cheerleader for China 100% of the time.
