Thats what we do here in Greece, and we aren't really "in war" actively with anyone, though yeah we are 2close2furious with the Turks so a invasion is a possibility all-the time (yes I know it wont happen on the near future,or it will happen in two minutes, whatever your opinion is, this thread is not about that, its about the mandatory service). America is always in war, but it needs terrorism like 9/11 to push people into doing their patriotic duty and joining, wouldn't they be much more powerful if it also had a mandatorily trained civilian populace instead of rednecks just having guns at home and shooting barrels and stuff ?

Why would USA need that? No one is going to invade them. They have a sizable professional army, they don't need anything more, it would be a waste of money.

Not really. Conscription is expensive and inefficient, that money is better spent on a professional military. US doesn't have a shortage of soldiers to need conscription.
