It was not though. Many people cite the lack of minority laws but at the time the Hungarian law was not even close to being the toughest in Europe.
And even if you use ethnicity as your argument, the current border does not make any sense. It was a combination of deliberately weaking Hungary by cutting off major infrastructure and industry centers and appealing to Romania.
Either way, I find it funny that France used the ethnic argument to create border lines where millions of ethnic Hungarians stuck outside and now they are being replaced ethnically by Africans and people from the Middle East.
