That was kinda true for the period of the military regime because their economic strategy focused in the areas that were easier to develop and/or aready displayed some level of development, I forgot what terminology they used for it, something about dynamism or whatever.
I guess the issue today is not lack of investment per se, but lack of investment in things that actually matter, the popular belief is that if we were ruled by locals that supposedly know about the regions problems and needs we could organize some long-term projects for the improvement of the place, but that's bullshit, because garchs are part of the problem, a large part of the problem actually.

Some places where the transposition of the São Francisco is aready finished and operation still haven't seen the water of the São Francisco river, either because the local government (which was given responsability to build the pipes and ducts that connect the channel to the rural communities there) is too incompetent or just pretents to be since it doesn't want to build them because it will disrupt the business of local water barons and general vote gathering schemes.
