The reason why africa, especially west africa, is retarded in regards to demographic transition, is because women are in the workforce, and have been so for thousands of years.
In these areas traditionally it's the women who work the fields. Everywhere else it was the men, and women took care of the children. So when they joined the workforce they stopped having children. In west africa they had long standing solutions for working mothers out of necessity (mostly giving the kids to grandmas and/or neglecting them), so when women went from the family fields to some other kind of work outside of home, they applied the same solutions and kept having children.
