Children were made to wear shorts until they were in their teens basically, and from then on you were expected to wear pants.
We were sent home or at least reprimanded when we wore shorts in school.
I do wear them in the summer, but the main condition is that they have to be under the knee length and fairly loose. Grown people wearing skinny short shorts are ridiculous

I do wear them most of the time in the summer, but the tradition would say that grown males should not walk around with their legs out.
The leftover of this tradition is that anything that's slightly formal requires long pants, like going to school, work, church, etc.
The opposite used to also be true, meaning that kids were not allowed to wear long pants in the winter (keep in mind that our winters don't go below 0 so it's not as abusive as you might think).
