Because a till only has a certain amount of cash in the float. If your trying to pay for something small with a 100 chances are the till will have no 50's 20's 10's and 5's left.

even if there's enough in the till to cover the difference, clerks will be instructed by store managers not to accept too big denominations if for whatever reason that will cause problems during the rest of the financial period until the money in the till is collected and replaced with a fresh batch
