Some russkie probably made some funny meme about this obscure movie to share with his friends, and the algorithm picked it up. Once that happened, it snowballed into everyone making memes about it because people are sheep and don't want to feel left out.
The entire culture of the world has been decided by soulless algorithms for the better part of the decade. What becomes or doesn't become popular is up for a couple of megacorporations to randomly decide.

Since commie cartoons weren't made for profit there often went more into each one in terms of artistry and they were allowed to do more unconventional stuff, so long as it storywise was OK'd by the state. I think people these days are kind of worn out by american tropes, styles, storytelling and want to look for something different. Eastern european content (as well as non-american, non-japanese content in general) is kind of this great unexplored area where a lot of excellent properties lack the recognition they ought to have.

My reaction is thus: "huh"

Occasionally it can have a positive effect, like when an American company remastered Son of the White Mare (I know it isn't Soviet but it's close enough) so now there's a decent, color corrected version in circulation after 4 decades.
Too bad the new interest also brought in loads of shitty opinions because some people can't look past the cultural and historical differences present in old East European cartoons and movies, but that's unavoidable. At least there's also people who develop a genuine affection for them.

You're still not answering how does anyone benefits from this. The studio that produced the movie (Kievnauchfilm) shut down shortly after Soviet Union collapsed. I'm not sure who owns the movie now but I haven't seen any efforts to profit off its newfound popularity.

The typical stuff of how it's non-conventional and therefor bad, some depictions don't hold up to American standards of political correctness, and there's always some dipshit who compares every East Euro and Soviet animation to the Worker and Parasite gag from The Simpsons.
Using Son of the White Mare as an example, some reviews complained that the gender roles weren't "progressive" enough, even though the film was a deliberate allusion to archaic mythology.
