They all ready have Jenny who is a better and more versatile Sari.

Kim is definitely the leader, she's got consistent experience and she's level headed enough to not get the entire team fucked by incompetence or accident.

None of them. The leader would be the mentor type character who bought them together to create a new superhero team, made up of teenagers with attitude.

Anyway considering this is fanfiction, I would have an older Blossom have this role. She was the commander & leader of the PPGs, she would now be the leader of this new group. Except, a bit like Zordon, she would lack her super powers. This means some of the members would tend to ignore what she says when it comes to missions/training but what she lacks in abilities she makes up for with experience.

Ben has too big an ego not to at least try to make himself the leader. Whether or not the others go with it is another question.

Kim, you need some vanilla to unify all those different flavors.

This. Ben would undoubtedly try to lead and always be at the head of the pack. No whether the rest of them will actually follow his lead is a different story. I doubt Jake would and he'd probably butt heads with Ben more often than not and I'm not sure Danny would be much better. If anything, I think this team up would be pretty short lived and would fall apart quickly without some reason to keep them together. Maybe because of another older mentor character guiding them and teaching them or because of some big bonding event. Probably a tragedy or something that forces them to stay united.
