Western cartoons fucks on individuality and do look really different from one another, so the production process is much more in depth and you need to actually work on things.
Most anime was and will always be kinda of a clone from one another, so the production team can be a lot cheaper, reuse poses, assets and that shit without needing to go that far, it does get cheaper and despite "looking good" a lot of animes are just flat shots of mouths opening and closing, save for a few action scene, compared with cartoons that are actually animated. So much that in the moment any manga that is not moe looking tries to be adapted they complete shit their pants and appeal to shitty cel shaded 3D. Like berserk or Ajin.
The Utena dude probably only saw a short sequence. The villains are where PPG character designs truly shine.

As I understand it, people-in-suits executives don't dip into the budget. They get paid a wage. But executive producers do control how a budget is allocated, include pay to themselves. So regardless of what budget they are given, they have an incentive to push actual expenditure as low as possible. The leftover money is where shady things happen.
Japanese animators are paid per drawing, so there is a direct correlation between budgeting and the number of frames in an anime. In other words, they have somewhat standardized expectations based on budget, because they know exactly where that money goes and how much something should cost. This is where the shock at Western budgets come in. It's not translated on screen in a consistent way.

American animation production has been incredibly inefficient for decades. The biggest problems are being run by non artists, the artists being separated from each other and not following the examples of people like John K
