I don't blame the character designer but whoever is approving this aesthetic it looks weird and doesn't seem to be weird for any particular reason. Minerva and Hello Nurse fit with the rest of the series, Julia looks like she's from a different show. She needs to look wackier and cartoonier to fit the Looney Tunes style aesthetic, instead she looks like Mrs. Brisby but they gave her hair unlike the other mice for some reason. The same character designer's other designs worked like that dragon is fine.

No, people just pointed out that it was originally a Variety Show format with lots of different sketches, no one complained about the Hippos and Katie Ka-Boom in particular.

You never knew what you were going to get so there was well fucking variety. Like similar sketch comedy shows Monty Python and so on all of the skits went by quickly so if you hated one it wasn't a big deal. I think that people who think that the original was some brilliant piece of art were wrong but as an enjoyable enough after school collection of quick skits to unwind it was fine. With only two REGULAR skits, it's the exact same format every fucking episode so it's already not the same kind of experience at all.

Monty Python was funny, Animaniacs was not.

Animaniacs was mostly aimed at kids its niche audience of college going stoners aside. Also some Monty Python skits really were not funny, but they all went by pretty fast. Animaniacs worked on the same principle, if a skit was bad, it didn't last for too long, and was aimed at 5 year olds.
