In the comics they do, because Tony Stark is rich and can afford to give the Avengers a good salary and healthcare. So I don't see why in the MCU the same wouldn't apply, especially since there aren't as many Avengers.

They might be some sort of non-profit backed by Stark Industries. Superhero teams and capeshit in general have always been a legal nightmare and any attempts to introduce elements of real law into it always end in catastrophe. See Civil War in both the comics and movies.
Would like to see someone attempt to build a world where the legal framework for superheroism is realized though. That would be very interesting how superheroes of that world would operate.

It was technically a stipend and not a salary, although not all Avengers took it. It was 1000 dollars/week, which in 1981 was over 2800 dollars a week, quite generous. So yeah, MCU Tony is a cheapskate.

the only time we saw the avengers as an independent organization was in Age of Ultron, during OG Avengers they were a SHIELD project, by Civil War the UN was starting to hold them accountable and then they split.

The Avengers are pretty nebulous in the MCU. They were a SHIELD program that Stark took over and then they sort of merged with an international council thing under the Sokovia Accords. During the Snap who knows they sort of managed themselves. Post-Snap, Damage Control or the Sokovia Accords group took control and that led to the looting/breakdown of the Stark campus.

tl;dr once Stark money was frozen, who the fuck knows.
