It is hard to imagine the modern MCU not doing the latter, either going to "wasted potential" route or the man/white man not helping other people with his technology and keeping it to himself.

If What If is any indication, the latter seems more likely and fits in with her comic version more.

Tony's first suit had the primary goal of being bulletproof and having enough firepower to stage an escape. It could technically fly, yes, but that was more of an ejection system, he had no control of where he was going.

Ironheart's suit, from the looks of it, is more concerned with being able to fly than protection. Really, the addition of the arm canon at this stage seems like jumping the gun but maybe there is a valid reason for it, like it contains a second arc reactor that impacts key system design.

Good. She's the most well known and loved armored female. Her mimicking her instead of Tony or 90s xo-man of war is a good idea.
