To put it another way:
The show has the aesthetic of TNG but none of its intelligence or heart, which makes it using TNG's imagery force unfair comparisons
The writing is all over the place and the writers room seems a mess. Like there's nobody at all filling the editorial position and no one saying "no, we're not doing that." Just be something gets a laugh at the table doesn't mean it should go in the script.
As part of the above the show can be incredibly mean-spirited and violent with its comedy in ways that are fine in shows that intend to be irreverent but come off as cruel or childish when they're on a show that also tries to make points and tug heartstrings. Jokes that shouldn't be in a star trek but now are the focus of an episode range from "haha this person is handicapped," to "haha this jew analog died violently" to "haha he doesn't want sex but he's getting raped"
McMahan may have an encyclopedic knowledge and an endless love for TNG, but those things don't make him a competent showrunner.

After having watched TNG, DS9 and working my way through VOY, I've got to say Lower Decks surprisingly keeps the spirit of 90's Trek, with the obvious variation of being an irreverent comedy in its core. And in between its got some solid Star Trek plots here and there.
I'd put it only below those shows in a tier list, there has been way worse Trek material churned out since the 90s ended.

I actually ended up kind of enjoying it, but I also went in with rock bottom expectations. Feels like they found a better balance of comedy and plot in the second season when they stopped trying so hard to rip on classic/iconic Trek stuff or awkwardly cramming in "I get that" references at every turn. My concern, though, is that they'll go the same direction as Orville and make the show increasingly dour and humorless without beefing up everything else to compensate.
