why would it need one? Avatar stood out because it was so different to everything else we'd seen at that point. We've seen a ton of works based in the land of Totally-Not-18th-Century-Europe. Besides, Korra introduced steampunk elements, which is the domain of the kind of thing you're talking about, so yeah, even less reason to introduce it.

I've always had the idea in my head that if white people existed in the Avatar world, they'd take the form of a lost utopian civilization like Atlantis, Hyperborea or the Dwemer from Elder Scrolls. Instead of being spiritual and harmonious like the Four Nations, they'd be materialistic and coldly pragmatic. Once they held an empire that had outposts and colonies across the world and had technologies that bordered on magic but have since fallen from grace and now only exist on a far off city on the sea.
