Bad: Story is a little weak. Night howlers are apparently common knowledge among the rural folk and a pretty common plant and its effects are well-known, but it isn't the first thing suspected.

Yes but not for why you said. It had zero relevance to the plot. In fact Judy going back home to figure that out was narratively weightless.
You can describe most parts of the plot like that, zero weight, no reason to exist, just a string of disconnected events and conflicts. I'm not sure we even resolved her desire to fit in, be accepted and have a happy life with neighbours that would shut up.

It had some really grade animatation. So many studios can make "good" 3D animation but you can tell this was done by Disney animators who had cut their teeth with hand drawn work.
