It's acceptable because Montoya is being sarcastic. She's throwing the guy's scheme
(hire a politically correct person to win brownie points with critics but don't actually fix Gotham PD's legendary corruption problem) back in his face by trolling him with buzzwords that she knows are the reason she's gotten promoted and that he dislikes. She's pretty obviously not okay with the plan given her body language so she's getting a dig in where she can.

I dunno I think it's more that she does deserve the job but she resents the fact that only getting it now, in this way, means that it'll always have an asterisk that she was a politically convenient diversity hire. Despite being qualified everyone will assume it was affirmative action at play, and I can understand being a little salty about that.
