Ah, well yeah Homelander was worse big time. Soldier Boy was a piece of shit and a murderer that blew a priest and nun's brains out for no reason. I think they're both equally terrible people, but Homelander is more dangerous purely because he has tantrums with those powers, where Soldier Boy just acts like a piece of shit.

He has a superiority complex and wants to be top dog. But he still seems to see himself as human. Look at how he brags about fucking movie stars. His superiority complex makes him a shitty person, but it doesn't make him a threat to human civilization.

He's just as strong/tough as Homelander and has far more destructive power.
His only down sides is he can't fly, isn't as fast, and takes some time to charge up compared to the eye lasers.
Homelander is still the biggest threat with how close he is to the edge but Soldier Boy has more power in him. Not to mention his ability to render any supe, the only thing that can stop either of them, completely powerless.
