Live wire had a more stand out personality and wanted to kill sups (making her hotter). Volcana is a dime a dozen vixen that wants to bang sups.

Better voice and backstory.

Livewire didn’t blow up that much either, I think ultimately they’re just coombait and don’t have anything else going for them.

She's more successful than Volcana, but she's still barely a blip. Livewire's way more Volcana's speed than say Harely. Now who's bigger between Livewire and Mercy Graves, I dunno.

Look regardless of who you favor the fact is that Livewire, Mercy, and Harley all broke out from the shows into main canon and all of them have had widespread recognition. Harley just has the most momentum given her relation to Joker and Batman material in general. Though OP does have a good point, what did Volcana and arguably Roxy Rocket do wrong? Is it simply exposure? Hell I don't think there's anything really wrong with Volcana. We need more female villains these days, especially Supes

only reason harley was such a break out character is because people relate more to goofy kooks and BTAS being in the public consciousness more than STAS
but mercy definitely works in the role of minion way more than harley

Because Livewire was just morally-ambiguous enough to be able to play the anti-hero when she got introduced to the comics, while Volcana was literally a one-trick pony in the show and was ditched as soon as Timm was bored of her.

Livewire on the show was a pretty unambiguous piece of shit before she even got powers.
Even Parasite was more ambiguous than her and he just went full asshole like ten minutes after getting his powers.
Her going good was pretty out of left field really.

But Volcana was literally an Anti-hero.

I mean in the comics, where Livewire ended up getting most of her bitchiness toned down fairly fast and soon ended up helping Superman more than hindering him. Even the last issue of the TAS tie-in comic ended with her helping to save the day from Darkseid.

I'm talking strictly fame and recognition in the public eye.

They pretty much resolved her story arc within her debut episode though. There's really no excuse for her to return to villainy without rehashing her blackmail plot or drastically changing her character.
